Addresses an issue in which high ASCII characters in a password could lead to a blue screen at startup, or prevent log in.

Amusing: so-called "high-ASCII" doesn't exist. It's either ASCII [0~127] or characters in another encoding [UTF-8, ISO-8859-1, etc]. Especially amusing for a company that made Unicode a first-class member of the OS...
